Overview

In 1985, Hinz Professional Insurance Program Managers (HPIPM) became the plan administrator for WCSIT. Under HPIPM's direction, WCSIT has evolved into the largest and most successful self-insurance pool for Illinois school districts' workers' compensation coverage.

Membership Privileges

WCSIT was organized February 1, 1982, under the Illinois Statute that permits public entities to organize risk sharing pools. Formed and sponsored by the Illinois Association of School Boards (IASB), WCSIT started with 62 Illinois school district members in its first year. In 1985, Hinz Professional Insurance Program Managers (HPIPM) became the plan administrator. Under HPIPM’s guidance, WCSIT has grown to become the largest and most successful self-insurance pool for school districts’ workers’ compensation in the state of Illinois.

At the very heart of the program, WCSIT workers’ compensation coverage is competitively priced, and includes $2,000,000 coverage for employer’s liability,
a higher limit than that provided by WCSIT's competition.

School District Treasurer’s Bonds

Offered as a benefit of membership to qualified districts. With up to $15 million in coverage to secure the treasurer’s faithful performance as required by law, this outstanding bond program has higher limits available upon request. It can also provide bonds for working cash, life safety and construction bond obligations.

School Board Legal Liability Program (SBLL)

Offered as a benefit of membership to qualified districts. The SBLL program covers former, present and future school board members, administrators, employees and volunteers for actual or alleged breach of duty, negligent act or error, misstatement, misleading statement or omission with up to $10,000,000 in coverage. Sub-limits for special education and contract disputes are the highest available to Illinois public school districts. More information

Student Accident Coverage

WCSIT is always looking for new ways to help its member districts. Offered as a benefit of membership, the Student Accident Coverage program will help defray medical costs for students injured while attending regular school sessions, while traveling to and from school and while participating in most school-sanctioned activities. This coverage provides a limit of $5,000,000 and is a way for WCSIT to help member school districts show their community they care about their students if injured during school activities.

School Leaders Risk Management Association - SLRMA

As another benefit of membership in WCSIT, Full members are given access to School Leaders Risk Management Association (SLRMA). SLRMA provides up-to-date information on the latest events involving public education litigation and legislation on a federal level. SLRMA members have received assistance with self-audits for Fair Labor Standards Act compliance and wellness policy sample documents.

Loss Control Services

Loss control specialists throughout the state provide WCSIT members with various loss control services. The loss control specialists are available to work with member districts to establish working safety committees to empower school districts to proactively manage safety concerns. Team visits by the PRSIM agent, loss control specialist and claims adjuster allow member districts to analyze trends in losses, plan for policies to mitigate future losses and determine what risks they may face in the future. The members then work with their PRSIM agent to coordinate coverages. On-site safety inspections, loss control seminars and one of the most comprehensive loss control manuals currently available are but a few of the additional loss control services offered to members. The annual David Binotti Risk Management Award, given to a member district showing remarkable strides in its risk management efforts, demonstrates the effectiveness of these services.

Professional Claims Administration

In-house Medical Director, Litigation Management and Medical Cost Management are just a few of the services offered to WCSIT’s claim administrator—Hinz Claim Management (HCM). HCM works with members to ensure that employees are treated properly and return to work as soon as possible.

Marketing

Since WCSIT gains its strength in its numbers, Premier Risk Self-Insurance Marketers (PRSIM) is charged with the task of getting the word out to Illinois school districts about the great benefits of WCSIT membership. PRSIM has expanded the network of agents located throughout the state, providing more personnel available to service a members’ needs.

Information

Illinois school districts can look to WCSIT for the most current information on workers’ compensation issues. Working with its service providers, WCSIT continuously searches for more cost effective ways to provide coverage. WCSIT provides regular informative news via its PRSIM Points™ Newsletters. WCSIT members also receive the Risk Control Bulletin from Hinz Claim Management with the latest information on safety and risk management news aimed at helping school districts reduce risk.
